  7.     West European leaders have remained mostly mum as
  8. PRESIDENT BUSH has gone toe to toe with the Israelis over the
  9. housing-loan guarantees they have requested to help them absorb
  10. new Soviet immigrants. But behind the scenes, many Europeans are
  11. delighted. They have told Washington officials that by insisting
  12. that peace talks and an Israeli pledge to halt settlements in
  13. the occupied territories must come before the money, Bush is
  14. demonstrating a long-overdue evenhandedness to the Arabs as the
  15. delicate negotiations loom. Says a senior French diplomat: "At
  16. last Bush is stopping the tail wagging the dog. Without that,
  17. the peace talks would be doomed from the start." So why not
  18. support him in public? Says a European diplomat: "We don't want
  19. to be accused of anti-Semitism."
